November 12, 1996 Special Board Meeting Highlights
This meeting featured a special study session on African American Studies instructional
programs at Carson Middle School. Administrative appointments: Rosy Beetcher as Assistant
Principal - Activities at Tucson High Magnet School; Helen Schartz as Acting Program
Specialist at the Ajo Service Center. Revised Governing Board Policy 3210, "Student
Activities," to reflect changes in the Arizona Revised Statutes; approved/modified
hearing officers' recommendations regarding discipline for three students; approved Award
of Bid #6409 for remodeling/renovation at Grijalva, Maldonado and Miller elementary
schools (bond); approved two intergovernmental agreements with the Arizona Board of
Regents for clinical training and physician consultative services, and for a new
Cooperative Teacher Exchange Program in mathematics; approved two new funding proposals
for Tucson High Magnet School Career Pathways and literacy development for Robison
Elementary School; proclaimed November 17-23, 1996 as American Education Week in TUSD;
studied a proposed Elementary Language Arts/Literature Textbook Adoption for grades K-5.
November 19, 1996 Regular Board Meeting
Prior to the meeting the Sahuaro High School choirs performed selections from
"The Music Man," under the direction of David Ashcraft.
Action Agenda Highlights
Administrative appointment approved: Bridget Auvenshine as Director of Staff
Services to the Governing Board, replacing Jimmie Albertsen who is retiring after a long
career with the District.
Approved an Elementary Language Arts/Literature Textbook Adoption for grades K-5,
$904,993. Textbooks adopted have comparable English and Spanish components, and are
aligned with the TUSD Core Curriculum, Stanford assessments, and Action 2000 Quality
Standards. Eight publishers met TUSD criteria; recommended/selected publishers are
Harcourt-Brace, Houghton-Mifflin and Scholastic. Approximately 900 teachers, parents and
administrators participated in the review process and voted for their top three choices.
Granted authorization to submit an application to the new Arizona School Capital Equity
Fund. The total amount requested is $208,218,000, reflecting priority projects for the
District identified by the Strategic Issues Committee: Food Services expansion, new
elementary and high schools (one each), high school renovations, furniture replacement,
information technology needs, addition of air conditioning at elementary and middle
schools, and other needs.
Consent Agenda Highlights
Approved 69 certified personnel new hires/replacements, 65 classified new hires,
145 certified personnel salary changes, 188 classified personnel salary changes, 10
certified personnel separations, 26 classified personnel separations, 2 requests for
leaves of absence for certified personnel, 2 requests for leaves of absence for classified
personnel, 1 request for leave of absence for certified personnel, 6 requests for released
time, 2 requests for released time and travel expenses. For approval verification contact

Approved three continuation funding proposals for vocational/technological education:
- Priority grant application for Vocational Technological Education Programs, Arizona
Department of Education, $181,563. Funds support equipment purchases, teacher inservice
and student travel at the high school level.
- Vocational Technological Education grant application for Local Support Grant Funding,
$23,282.
- Carl Perkins Vocational and Applied Technology Education Act Grant, Arizona Department
of Education, $1,115,417. Funds are used to link vocational programs to student
achievement and to economic development/job opportunities in the Tucson area.
Approved a settlement agreement between the City of Tucson, TUSD and 10th Avenue
Properties, regarding land for Drachman Primary Magnet School; Pima County Superior Court
Case #299691.
Approved Request for Proposal 6422, "Claims Services for a Self-Insured Workers'
Compensation Program," reflecting revisions from the November 12, 1996 Governing
Board meeting. This is a multi-term contract to begin January 1, 1997, with renewal
options for up to four consecutive fiscal years.
Approved a water line easement to the City of Tucson for Lynn/Urquides Elementary
School.
Information Agenda Highlights
Overview presentation of the Diversity Appreciation Policy with a focus on
Alternative Education, presented by staff and students.
School Community Partnership Council (SCPC) report for October 1996 from District
Moderator Lindy Jones. Topics included the Sonora Student Record Keeping System, Foreign
Language in Elementary Schools (FLES), and Governing Board Policy 6710 concerning external
research.
Student Advisory Council report from substitute Student Liaison Ellen Davis of
University High School.
Summary of selected financial activity and supplemental information for the four months
ending October 31, 1996.
