A Message From Superintendent George García

Happy New Year and welcome back. As we begin the second semester of this year and prepare for a number of assessments that will take place this spring, I'd like for us all to reflect on our creed: All children can learn.

It's fitting that this month we will take a day to commemorate the birthday of someone who gave his life in the pursuit of equality and opportunity for all, Dr. Martin Luther King Jr.

This holiday honors a man who faced down howling mobs and who eventually sacrificed his life to ensure that the American principles of equality and fairness, despite race, sex, color or creed applied to all. Thus, the observance of Martin Luther King Jr.'s birthday aptly supports our creed: All children can learn.

Today, as we work with an increasingly diverse student population, we must be vigilant to ensure that the principles of equality and fairness permeate our interactions with students.

We must hold high expectations of all students. Our commitment must be to providing a quality education and reducing the gap in achievement between minority and Anglo students.

Last year, the district implemented many initiatives to help faculty and administrators carry out this mission.

Workshops and conference were held focusing on diversity competence, effective monitoring, and the implementation of CORE Competencies and innovative exceptional education techniques.

Significant progress has been made by TUSD in reducing the dropout rate and increasing graduation rates for all of our students.

Improving student achievement will continue to be our priority and our focus this spring. As we work with students to prepare them for the Stanford 9, AIMS test and other assessments, let us acknowledge the strengths all children bring to school and teach them the academic skills necessary to be successful learners.

 

Substitute Raise To Benefit Retirees and Employees

Substitutes are not the only ones who will be benefiting from the Governing Board's decision last month to increase substitute teacher pay.

The increase from a $55 to $75-a-day will also affect retiring certificated personnel and teachers participating in TUSD's Certificated Attendance Pay Incentive Plan.

For retirees, according to the Consensus agreement, teachers with at least 10 consecutive years of full-time service in TUSD are eligible to request and receive pay for 90 percent of the days of unused sick leave accumulated subsequent to July 1, 1991.

As stipulated in the agreement, the rate of pay for unused sick leave days is the daily substitute rate at the time of separation.

In addition, all teachers who participate in the plan and meet the requirements will receive 90 percent of the increased substitute pay.

To qualify, teachers must have accumulated 35 days or 280 hours of sick leave. Certificated staff are allotted 12 days of sick leave per year and may use seven of those days for personal leave.

At the end of the school year, teachers may request and receive pay for eight to 12 days of the 1999-2000 sick leave allotment.

The daily rate of pay will be 90 percent of the base daily substitute rate of $75 or $67.50 a day.

Teachers who have four or fewer absences for sick leave or personal leave are eligible to apply for the incentive plan. Absences for jury duty and released time for district business are not included in calculations for the incentive plan.
