Role of Exceptional Education Ombudsperson

They serve as an independent, neutral, confidential, and informal resource for students with disabilities, their families, and TUSD staff. The Ombudsperson supports equitable access to educational services by assisting in the resolution of concerns, conflicts, and questions related to special education programs, services, and processes within the District.

This role promotes fairness, effective communication, and collaborative problem-solving, while upholding the rights of students under applicable federal and state special education laws, including the Individuals with Disabilities Education Act (IDEA).

The Ombudsperson does not replace formal procedural safeguards, including due process hearings, state complaints, or compliance investigations, and does not make binding decisions.

In working with staff, the Ombudsperson helps educators and support personnel better understand policies, procedures, and students’ rights, reducing confusion and strengthening compliance. By listening without judgment and offering informed guidance, the Ombudsperson can help de-escalate conflicts, improve communication among team members, and foster collaborative problem-solving.
